This applies to anyone that had previously been running Outlook 2003 or had their PST file exported from it.
After an import of your PST file into Outlook 2010 it may seem that all your Categories you had are missing. They are still there but just need to be upgraded to work with Outlook 2010, as the Master Category list is stored differently from Outlook 2003 (Registry) and Outlook 2010 (PST).
To build the new category list in Outlook 2010 (or Outlook 2007), you can right click on the top of the mailbox and choose Properties. Here you’ll see a button called “Upgrade to Color Categories…”. When you press this button, Outlook will look through the entire mailbox for categories and when found, it will add them to the Master Category List
